History of Mandate

History

The Modernization Division (erstwhile Development Division) was set up in 1970. The Division was augmented in 2009 with creation of additional technical posts i.e. Principal Scientific Officers, Senior Scientific Officers and Senior Scientific Assistants in the field of Ballistics & Explosives, Weapons, Uniform & Accoutrements, Life Sciences, Building & Design, Electronics and Traffic & Transport.

National Cyber Crime Research and innovation Centre (NCR&IC), one of the 7 verticals of Indian Cyber Crime Coordination Centre (I4C), was established in August 2019 to address the cyber security and cybercrime related issues faced by LEAs

Recently a new vertical - Land, Sea Border Management and Coastal Security under Modernisation Division was introduced on 2nd December, 2021.

Mandate of Modernization Division

Modernization Division is responsible for actionable development of products/technologies for police application and ensures effective implementation/ introduction of the modern technology/ equipment in the Police Forces. Identification of emerging technologies and initiation of work on new technologies is the core mandate of Modernization Division so that the Police Forces can be equipped with the best and are capable of resisting any threat whether in the jungle, streets or in the lab.

The Modernization Division of BPR&D actively engages in Scientific research, development, trial and testing of innovative products and technologies for use by Police Forces and aid and advises Police Forces in their modernization efforts by making the latest research, development, innovations, technology, products available to Police Forces.

The Division undertakes liaison with the national laboratories, scientific organizations and institutions and public and private sector undertakings in the relevant fields of policing, coordinates modernization programmes and stimulates indigenous production of Police equipment and system.

The Modernization Division is expected to keep abreast with application of science and technology to police work in other countries, study new procedures and methodologies with a view to promoting introduction of suitable equipment and techniques in police work in India to improve its operational efficiency. Besides advising the Government of India, the Modernization Division, if required by the State Governments, also advises them on matters falling within the field of its operations.

The newly created vertical of Land, Sea Border Management and Coastal Security is mandated to promote Best Practices in Land/Sea border management/Coastal security including capacity building with a thrust on emerging technologies. Page 2 of 8

The Modernization Division is headed by Director, an officer of the rank of the Inspector General of Police and supervises the following wings:

Demonstration/Presentation/Trial Conducted: Modernization Division has carried out Trial /Evaluation of following:

1. Newly developed products of Tear Smoke Unit (TSU), BSF

a. Dye Marker Liquid

b. Spherical Grenade

c. TS Grenade (XL) for high volume smoke

d. 40 mm shell for 250 mtrs plus range lachrymatory pellet

e. Multi pellet T S Grenade similar to Multi Pot Gas Canister

f. Multi Pellet short range shell similar to short range random sub munitions shell

g. CS Capsule Cartridge (Electrically operated)

h. CS Capsule (with electric heating plate)

i. CS Capsule (with QMS)

j. Drone Tear Smoke Grenade Launcher and Light Grenade

2. Multi Barrel Launcher “Agni Varsha” & “Agni Prahaar” developed by CENWOSTO,BSF, Tekanpur.

3. Modification Kits of INSAS Rifle and AK series Rifles, Advance Gun shot locator system at CRPF Group Centre, Gurugram.

On-going Tasks/ Projects

● Vimarsh 2023, BPR&D has been designated as Centre of Excellence for use of 5G Technology for Law Enforcement Agencies. In accordance with the mandate, a National Level Hackathon on 5G use cases is being jointly conducted by BPR&D, Deptt of Telecom and Telecom Centre of Excellence (TCOE).

● One Nation One Police Uniform: In line with directions of Hon’ble Prime Minister during the Chintan Shivir of Home Ministers of States held at Surajkund on 27-28 Oct 2022, task of standardisation of uniform of State/UT Police has been entrusted by MHA to BPR&D. Accordingly, a committee has been constituted under the Chairpersonship of Director (Modernisation), BPR&D to formulate a standardised uniform of Police.

● Tourist Police Uniform: A committee has been formulated to design a separate uniform for tourist police with an aim to make these police personnel more citizen friendly and accessible.

● Development of Tools through R&D Projects under Cyber Crime Prevention against Women and Children (CCPWC) scheme.

● Formulation of National Standards of Arms & Ammunition for modernisation of State Police Forces.

● Standardisation of Police Forces and Police Stations on BIS Standards.

● Assessment of Arms and Ammunition in various calibre required by Police forces till 2030 under Vision 2047.

● Constitution of Standardisation Cell of MHA at BPR&D.

● Evaluation of Projects to be undertaken by National Centre of Excellence for Technology in Internal Security (NCETIS) of IIT Bombay, Mumbai in Phase II.

● Provisioning of Resources for National Cyber Research and Innovation Centre (NCR&IC) at BPR&D Headquarters

● Provisioning of Resources for Cyber Research, Innovation and Capacity Building Centre at CDTI, Hyderabad

● Conducting a National level competition of architects for a Model Police Station.

● Allocation of Tear Smoke Munitions to State Police, CAPF and other ministries. Hackathons by BPR&D

1. VIMARSH 2023: BPR&D has been nominated Centre of Excellence for the purpose of 5G applications use cases within MHA. Accordingly, BPR&D has been entrusted with the prestigious responsibility of conducting a Hackathon on 5G technology use for addressing the challenges and issues being faced by LEAs. Cybercrime and cyber security issues have become an ever growing phenomenon with the introduction of 5G technology, newer challenges of cyber security and cybercrimes are emanating. Hackathons offer great opportunities for the stakeholders as well as bright students, startups, MSMEs to come together and develop innovative solutions.

Vimarsh 2023 is jointly conducted by Bureau of Police Research & Development (BPR&D), Department of Telecom (DoT) and Telecom Centre of Excellence (TCOE) to find the indigenous solutions for some of the pressing issues of Cyber security and Cyber crime prevention, detection and investigation. A total of 09 problem statements are open as challenge in Vimarsh 2023.

2. KAVACH-2023: KAVACH 2023 is the National Level Cyber Security Hackathon, which was launched at National Media Centre, Raisina Road, New Delhi on 16th February 2023. The Grand Finale took place at five nodal centres (Noida, Bhubaneswar, Bangalore, Mumbai and Bhopal) from 8th to 10th August 2023. The event was jointly conducted by MoE’s Innovation Cell, AICTE, BPR&D and I4C, MHA to identify innovative ideas and technological solutions for addressing the cyber security and cyber crime challenges confronting Law Enforcement Agencies and common citizens. More than 3900 teams from various academic institutions participated in this hackathon and 106 teams were shortlisted for the Grand Finale.

3. Manthan (Intellithon): India’s first of its kind hackathon focused on National Security and Surveillance and enable use of new technologies including Artificial Intelligence, Deep learning etc. by our Law Enforcement Agencies aims at Atma Nirbhar Bharat conducted with AICTE, launched on 26th August, 2021 through a digital collaborative platform developed indigenously by Ministry of Education’s Innovation Cell. Grand Finale of Manthan – 2021 was held on 8-10 December 2021. DG, BPR&D addressed the Grand Finale on 8th December 2021.

4. Smart India Hackathon-2020: NCR&IC, BPR&D partnered with the AICTE, MHRD to conduct the hackathon, SIH-2020, which was organized from 1st to 3rd August 2020. Shri Narendra Modi, the Hon’ble Prime Minister of India, interacted with the participants of the SIH - 2020. Seventeen winner teams were awarded the cash prize of Rs 1 Lakh each.
