Brief Note:  National Commission for Women

 A Memorandum of Understanding (MoU) between the National Commission for Women (NCW) and Bureau of Police Research & Development (BPR&D) to facilitate mutual co-operation in the domain of Gender Sensitization and Forensic Training Programme for Police Personnel has been executed on July 15, 2021 for two years at New Delhi and further extended from July 15, 2023 to July 14, 2025.

Aim of the Programme

 2.   The said programme aims at ensuring Gender Sensitization and Forensic Training with respect to legislations/policies concerning women, as well as bringing about attitudinal and behavioural changes by studying and imbibing the best practise on the issue, available in India, including on aspects relating to issues at work place and crime against women.

Role of BPR&D        

3.     BPR&D  has facilitated the delivery of a specialized module with the help of its own units, or other stakeholders, to sensitize the Police Personnel on gender issues, and educate them to remain sensitive while dealing with cases related to crime against women. NCW has undertaken to cater 100 % expenditure for the programmes planned by the BPR&D for achieving this object.

4.      BPR&D will conduct Gender Sensitization and Forensic Training Programme for Police Personnel in outlying units including states/UTs BPR&D has prepared the specialise module for the programme with a special focus on gender issues, women related laws, role of implementing agencies, Landmark Judgements of Supreme Court and High Court on Women Safety, on protection procedural steps to be taken by the IO, the role of NCW and other commissions/Press/ Judiciary and other Stakeholders.

5.    BPR&D shall conduct a minimum of 12 programme in a year. BPR&D will seek proposals from outlying units, States/UTs & after scrutiny request NCW to release the approved 50% amount for further remittance to the concerned States/UTs.
